The Federal Reserve says appraisal reviews "must decide whether the appraisal or evaluation is well-suited for the transaction, the uncertainty of the transaction, and whether the actions by which the collateral valuation is accomplished ensures independence and quality." They "must also demonstrate whether the appraisal or evaluation report is true to the engagement letter, which gives an account of the range of the appraisal assignment." Last, The Federal Reserve says that "some banks add regular reviews with post-funding evaluations of appraisal quality for any of their high-risk or large-value transactions as a means to aid in exposing valuation concerns."
